In a lab near an isolated California beach, three mad scientists have resurrected Frankenstein’s long-dead monster. They’ve also biogenetically engineered a half-man, half-fish abomination, intending to use both as weapons in the worldwide fight against terrorism. However, disaster strikes when the beasts turn on their makers and wreak havoc on each other and those around them!
